Urban scholar Joel Kotkin recently argued that the future belongs not so much to mega-cities such as Mumbai, Shanghai or even New York — where congestion reigns, and it’s almost impossible for middle-class people to enjoy a satisfying lifestyle — as to manageable, mid-sized cities.
