California has one of the largest economies in the U.S. with the state’s climate leaders taking action and working to reduce greenhouse gas emissions to combat climate change. So why is all of the work towards the GHG reductions not, well.. working?

A paper published by Chapman University’s Center for Demographics and Policy looks into the statistics and costs of the fight against climate change and what isn’t working. The report is authored by David Friedman and Jennifer Hernandez, and edited by Joel Kotkin, read the full (pdf) here.
